Preglow & Seat Belt Instrument Light Not Working
 

I finally got around to checking the preglow bulb in the instrument cluster. It quit working after I first took out the cluster last summer to fix the odo. I know that the glow plugs work cuz car starts after the usual 15 sec wait.

There is continuity in the bulb and physically, the elements appear intact. I checked for voltage at the bulb holder after turning ignition key to preglow but nothing registers on the voltmeter (set at 20vdc).

The same seems to be happening with the seat belt indicator light.

Any ideas??
