Ok, gonna make it short and sweet. I hear a slight noise when I push the button, but the head rests dont move. Any suggestions?

The headrest control solenoid is under the rear seat. Remove the rear seat (push the two red tabs in and lift the front of the seat), it is just inside the LR door.
One line in from the vacuum pump (just inside the RR door) one line out to the headrest interlock (in trunk under headrests). Remove the line that runs up, suck on it with your mouth, it doesn't take much vacuum to get them to drop. If that works, it is in your vacuum pump (do the doors lock/unlock?) or in the wiring or solenoid.

Do you push these red tabs straight in? Are they normally this hard? I cant get this seat to come loose to save my life.

The red tabs push in, should feel springy, try putting some weight on the seat with one hand as you push in the tab with the other hand. I had one that was bent, needed some persuading, if you push them to either side then they can hang-up on the clip and not push in. You should feel the tabs push in about 1/2" (in = towards rear of car).

They require quite a bit of force (at least on mine). Keep pushing, I don't think you're going to break anything.
