1985 300td, cannot start with key,can start by jumping module infront of battery

Any help would be appreciated here. Any idea what it could be as far as either the ignition switch or NSS. I can jump start it by contacting two of the three wires in the little 1inch by 2 inch module on the fender wall about a foot infront of the battery. So what do you think, and also, how expensive or brutal is the repair. James
