I got the answer from another forum as to the function of these two devices:

So it would seem to me that basically, somebody has bodged it, and it needs reconnecting to ascertain the condition of the rest of the system.

Perhaps it was throwing a code, and the mechanic just removed it to remove the code - instead of fixing the problem.

I've not paid much attention to the 606 EGR defeat that was touted here a year ago....how does what was done compare to that?

I get about 28 city, and 36 hwy (US) on my W124. If the delivery valves they're talking about means the O-rings, I put a good DIY on the forum.
