My only remaining question is getting the throttle linkage to hit that screw as it should. Do I adjust the screw or somehow adjust the linkage? I ask because adjusting the screw wouldn't do anything that I can see... but I could definitely be wrong there.

Adjust the linkage until it hits the screw. If you want to really waste some fuel, screw the screw in and readjust linkage. Getting a boost gauge is a good idea to. Beat up some kids and take their lunch money.,
For the guy who said brake fluid isnt flammable, try mixing it with chlorine.......... From a safe distance.
