The black line is a vent line. You probably have a vacuum leak in the central locking system. Un-hook the yellow with red stripe vac line under the hood and plug the rubber junction that the yellow line inserts into. Start the car and see if it now shuts down ok. If it does then you have a leaky vacuum door lock pull. If it still won't shut off then the vacuum pod on the back of the injection pump has failed.

well, that's the beginning, not the end. if it does not fix the shutdown, you will need a mitivac, or at least a vacuum gauge, and you will have to eliminate problems, and leaks. test the vacuum pump, and see if it's working. eliminate all lines but the test guage, and go from there,

Get a piece of vacuum hose and attach it to the shut off valve on the back of the injection pump, in place of the existing vacuum line. Put the other end in your mouth. With the engine running, give two or three big sucks. If the engine shuts off, you know the shut off valve is good and there is a vacuum problem elsewhere. You can either seek out the leak or temporarily, leave your newly installed vacuum line sticking out of the hood at the shroud. When you need to shut off the engine, give it a suck. This avoids the cost of a Mity Vac and provides a reliable shut off which does not require opening the hood as long as the driver is healthy enough for two good sucks.

Insert: If it still runs it could be the green line to the climate control stuff, or yellow/gray line to vac reservoir. So, plug everything except the brown, which is the shutoff vacuum.
Then you could jump to the conclusion below, but that still may be premature.

OK
Oh, and you might want to tell us more than '83 123, because that could be a 240D or 300D family. Vac is different between models and years.
See folks signatures for best way to avoid such questions in the future. (please, no recumbent bikes, roller blades, etc...)
