Parking brake, help

Can someone please tell me how to fix my parking brake.
When the pedal is pressed down, i can fell that there is some pressure on the rear brakes, but not enough to stop the car its self.
any ideas?

There are two adjustments, one on the cable that can decrease slack, near drive shaft, just a bolt, really. The other is the same as drum brakes on anything else, turn the star to spread shoes out closer to drum that resides inside of hub on rears.
