It doesn't look like yo have anything missing here. what you have is 2 different type of glow plugs in the same motor! I would change all of them to the pencil shaft type and call it good. These connect in parrallel and last much longer as well as heat up faster, but you will need to change your plug relay and modify your wiring to get them to heat up in parrallel, worth the effort! The pencil type are great because when one burns out, they don't all stop working like the series loop ones. You cannot mix and match these plugs for any kind of reliability and the pencil ones are easier to get. Isn't it nice when something turns out to be easier than you thought?

look at the lower plug, it does appear to be a pencil style, but it also has the shaft for the insulators for serial design. it is NOT a standard pencil parallel type!!!
please reply with the part # you have on that plug. I have never seen one like that.
look at a pic of a standard conversion plug, notice the brass part on the wire threads.

also, if you do convert to pencil style, you do not need to change the relay, unless yours is bad. just change the fuse to an 80 amp strip, and run a set of wires in paralell to each plug, and disconnect the ground strip at the end.
www.dieselgiant.com has a glow plug upgrade diy where he does just that.

UPDATE!

There is no happy ending here so far.
I've extracted the broken element by threading a screw into it and pulling it out. It WAS stuck in there.
Then as I was removing another, it broke too! AAARGH
Are glow plugs usually this much of a b**ch to remove?
Has anyone else had to deal with this type of thing happening?
I'm assuming the guy who put the old plugs in over-torqued them.
I don't know. I'm pissed.

What brand of GPs are they?? I have seen damage to pistons caused by "off brand" Loop style GPs. I still see nothing missing in your pic, what broke? There is NO clearance above the pistons for broken GP tips even though the pieces would have too be very small too get through the pre combustion chamber.

I figured it out.

Firstly, they are Champion GPs. model CH61/0.9V/4F
They are ALL loop-style glow plugs.

The guy who had the car before me (i've had it a year) torqued the GPs in too tight, and DIDN'T REAM THE CARBON BUILD-UP OUT OF THE SHAFTS BEFORE INSTALLING THE NEW ONES!!!!
Then to top it off, the element prior to the loop (pictured below) broke off. Mind you they broke off of 4 out of 5 of the plugs in the shaft prior to the pre-chamber!
As I was backing the plugs out of the engine, they just stuck where they were and I wound up pulling the loop-wire through the element with the main body of the Glow-Plug.AAARRRGGH!
SO, to take them out, I finally decided to thread a screw into each broken piece and pry each out slowly, with diligence, and a little WD40.
Well, it worked. It was a RPITA and the lesson I learned is to make sure to ream out the carbon build-up before installing your new GPs or something like that will happen.

yeah, they did not look exactly like pencil plugs to me. I hope you do get them all out.
order the pencil upgrade kit from Dieselgiant.com his kit will have the nuts for the ends of the plugs, and the wires cut to length and crimped for installation.
amazing what a difference it makes on starting these old beasts!
for spares, order the gp's from *************** best price on in stock plugs I have found.

[QUOTE=cmacg123;1521394]the lesson I learned is to make sure to ream out the carbon build-up before installing your new GPs or something like that will happen.

The other lession here is never use "Champion" or "Monarch" GPs
