Fuel prefilter doesn't fill all the way

When I use the hand prime pump, the prefilter never fills all the way (its clear so I can tell). Theres always an air pocket at the top and this doesn't seem right.

Does this mean theres an air leak somewhere in the line?

Also, are there any clear prefilters that can stand the temperature of hot vegetable oil?
