That spot on the bumper is very typical. Both of my cars have them. Seems to be a trademark. I would be more wary if they weren't there.....

Oh Yeah, I see it now. From years, and years, of water dripping off of the trunk lid trim, onto the bumper every time it rains, or snow melts off of the car.
I also can see that it is off to the right side only. This indicates that the car was parked on the street, and water dripped off towards the right, due to the "Crown" in the road, and constant lean to the right the car was always parked at by the curb.

This car has probably never seen a garage, if that's the case. It takes the water a lot of years of dripping water to do something like that to chrome. I wonder just how many drops of water that part of the bumper has deflected over the past 20 years..

Some of us think the most unrusted cars in good general condition reside in your area. If you have never owned a car from the north it might be an experience worth missing. I wish I had missed a few in my time.
Patience will find what you want combined with searching. I still think there are plenty out there or at least enough.
Finding things by asking around is an art form. Amazing what can turn up by just doing it properly. As the buyer you are in the drivers seat usually.
Check your local mb club members since they usually have good cars and know where other good ones for sale might be. Consider advertising for exactly what you want. Just finding it is part of the hobby.
This particular example is still going to inflate quite a bit yet I believe. Keep an eye on it. You can do better.

Don't buy a NJ car! It will have rust on it, buy a CA example!

Looks like a repaint. That spot on the bumper is from sitting outside for 20 years. The paint looks way to fresh. It could be a great car, just needs closer inspection to determine that.

according to ebay there are only 2 bids on this item and yet it shows 13 bids. what does that mean??

Without pulling it up, I'd guess that you have two bidders, but 13 times they've modified their bids.

There have been 9 bidders register a total of 13 bids according to what I see. Activity bidding at this early stage is just driving the price.
If anyone seriously wants this car it normally will take place in the last minute of the auction. I always bid the once only in the last 5-6 seconds so if someone is lower than me and changes his mind he cannot get back in time by normal methods. A software bid program may still get me though or a previous higher bid than the maximum I am willing to go. I did a quick look at the bidders so far. One dedbeat I think in there with one other possible candidate so far.
