300TD Wagon Slow to no boost

My fathers has an 85 300TD wagon seems to not be building any boost. It only has some power delivery at round 3500rpm which is much higher then it used to be and its very very weak when it kicks in. We took off the air filter to take a look at the turbo cold side intake and it was covered in black sludges and the fins don't spin very freely, is that normal? The car has 300,000 on the OD and i am not sure if the turbo has ever been rebuilt. Where can i get a turbo rebuild kit for the turbo? Thanks

Clean out the lines that control the boost before doing anything to the turbo. They typically get plugged up. Start at the banjo bolt on the top of the intake manifold at the back.

Those lines are the ones that go to the boost actuator? Wouldn't these lines only be vacuumed filled?

Also would it be normal to find all that black sludge on the intake side of the turbo?

It's the line that goes from the back of the intake manifold to the overboost solenoid on the firewall and down to the ALDA on the injection pump.

If you have a working EGR, the connections on that hose can often get clogged with gunk and cause low power or sluggish response.

And disable the recirculation valve on the front of your 1985 turbo.

If your turbo is full of oil and doesn't spin freely, it could be leaking internally. Do you get any smoke? I wonder if it could leak up front, but not out back into the exhaust. Suppose so. Might need a new center cartridge section.
