407D electrics problem

The electrics in my 407D seam to have a problem, low voltage, things try and work but its like there is a high resistance somewhere the starter works ok. At sometime the corner of the fuse board under the dash has broken so its been bodged. I really need a wiring diagram any on the net I have bought the Mercedes WIS off ebay but its so hard to use. Are there any more fuses anywhere other than the board under the dash by the passenger door

Cab and Chassis.
Used for many cab/chassis applications ,... a lot of Travel Campers used them. ..German Winnabago....

Fuse box problems

Details off chassis plate
61136820933941 del 407D
Eng tyoe OM616

The fuse box on this hinges down below the dash on the passenger side. It appears to be in two halves one side with spade connectors (Power?) and the other with screw terminals (earth returns?) the problems I am getting could be caused by a bad earth (where all these earth returns go to ground??)
I am reading low voltage when I test the circuits that don't work correctly, when the engine is running the voltage is higher so things work better, like indicators.
Any suggerstion

I've owned a couple but never had any serious electrical problems. I'd check the grounds from battery to chassis and engine to chassis. I don't know of any other electrical panels or fuseboxes besides the one you describe.
