unknown part of rear wheel bent... what is it...

Just noticed the metal in the center of my rear right wheel is bent inward over an inch...

heres the right than the left to compare...

Bent right




Normal Left



Whats that a part of? Whats it called? Is it as bad as it looks?
Is my roadtrip on hold again?
any and all information appreciated...
