Trouble on hills...

82 300DT- I think my problem is tranny related but wanted to narrow things down a bit. My car will not go up hills, especially on highways. Even if I manually shift down to L. I get the rpm's but no power to get up the hill. Level and downhill its no problem to quickly get to and maintain 70. Transmission shifts fine it seems, but won't kick down unless I floor it. Any help is appreciated.

Could be simply tightening up the kickdown cable to actuate earlier.

Thats a classic dirty fuel filter symptom. Change out both the primary and secondary filter.
