Simplest test of the shut off valve is to remove the brown vacuum line that is attached to it (on the back of the injector pump, in front of the oil filter housing down fairly low) and substitute a piece of vacuum hose. With the engine running, suck hard on the hose a few times. If the shut off valve is ok, your engine will shut down and you know the problem is elsewhere. While you trace it down, you can let the vacuum line you attached come out from under the hood at the cowl, and you can suck on it to shut down the engine. Saves opening the hood.

The shutoff valve is working ,I think definatly have a vac..leak somhwere,and I have no idea how can I found the leac...........

You have to want to find it. Start by getting a vacuum diagram so you can get a good idea of what goes where.
