Based on the replies I think we have to go with "C": Both.

I didn't think to check the carfax, that's priceless that the odometer was rolled back!

In GA we call it odometer discrepency. I would think in these cars with older VDO's it shouldn't be that much of a suprise. Even if it was replaced properly it still registers as a odometer discrepency (if its done by reputable shop).
