Question 300d transmission fault

Hi guys i was wondering if anyone could help me, i recently purchased a 1979 300d with a 722.118 auto, it changes gear beautifully through the range until 4th which i cant get it to go into no matter how fast im going or where my foot is. Ive checked the throttle linkage adjustment oil level etc, it does not have a vacuum modulator, could this be a stuck govenor or is it more terminal? any help would be greatly appreciated

If the trans won't shift into 4th gear the max speed would be 55MPH.

That is most likely internal.. there are 2 rubber grommets between the valve body & gear train that could be causing that problem
