wont turn off for anything

84 300sd almost nothing is getting it stopped. Stop lever doesnt get it done. Ive even tried disconnecting various rods to the stop lever and pulling them individually.
Im reading 12hg vacuum supplying the shut off valve at the back of the injector pump.
Ill even seal up the intake and push the stop lever all the way and enough air is still getting in through the pcv valve hole and nut on top of the air cleaner and it keeps on running.
I did mess with the vacuum lines to the ignintion switch last week when I gutted the steering lock, but I have been under there and jiggled those with no different results. Im out of ideas.
What is the minimum threshold for vacuum? All the testing step by steps say to check for vacuum presence at various places but how much is enough?

Disconnect the primary filter and fuel starve it. You'll have to prime like crazy but at least it will be stopped.

Guaranteed!

It is guaranteed to stop if you shut off the air. If your aircleaner is properly installed and all the hoses on properly and clamped you should be able to stop it very effectively with your hand over the front of the air intake. If you can't do it with your hand, add a cloth or a plastic bag like a freezer/refrigerator bad, or a small shopping bag. If your lever will not stop it, the length of the lever is not set right. That is what the Benz people put that lever there for. Adjust it. Without air or without fuel it can not run, period.

if all else fails to shut down a motor, dumping a full shot of CO2 fire extinguisher will stop it. DO NOT USE OTHER STYLES OF FIRE EXTINGUISHER!!! well, except for halon... although, if you have one of those, sell it, it's worth a fortune!

Put a vice grips on the fuel line. Once the fuel line is pinched it can't suck any more fuel and will shut off.

Please take a look at the pic and tell me if Im diagnosing this right. I put a mightyvac on where hose to the stop valve is. I can not pump up to a vacuum. Shouldn't it die as soon as vacuum is applied to that hose? If it is not dieing with vacuum going to that point is the problem inside that valve itself?

PS. The vice grips sounds viable. Sounds better than disconnecting the filter. I was getting a good seal on the front of the intake. I used a rubber kayak bootie. There is just too much air still coming through where the pcv hose goes into the air filter housing.

Nothing has changed with the length of the levers. I even disconnected different ones and tried pulling them individually to try to get it to go off.

When I do get it to turn off it is immediatley after I rev it real high by hand on the stop lever.

Idle speed goes up after I turn the ignition key off. Is that wierd or to be expected?

the engine doesn't start screaming. Idle just goes up a bit when I turn the ignition key off.
Anyone know the answer? If vacuum is applied directly to the valve and the car does not turn off does this indicate that the valve itself is bad?

I can't tell from your picture if that line actually goes to the shut off valve. If it does, you should be able to pull a vacuum on that line and hold it. It should also shut off when a vacuum is pulled on it. Looks like the shut off diaphragm is bad.

Yes. The brown colored lines are the ones for the shut off valve.

Just unscrew the idle adjusting screw until the stop switch works.

Easier than spending $25 bucks on a fire extingusher.
