Diesel Idle hunt

I've a 1995 E300D with the OM606 motor. Once at op temp and idling in hot weather (Arizona 95+ degrees) the idle will swing from 500 to 1000 rpm rather quickly (pulse) and the AC fan will switch on/off at the same time. An audible clicking can be heard in the cabin.
When driving there is no issue.
Any ideas?
