Does your climate control system work? I think there is a separate vacuum system for the door locks, so you may be able to not have to worry about a leak there.

You might try disconnecting the vacuum hose from the shutoff solenoid on the back end of the injection pump. Attach a hose and either suck on it when the engine is running, or hook up a vacuum pump. If it shuts off, it's probably good.
Then hook up the pump or a vacuum gauge to the hose coming out the firewall, and turn the key off. Does it indicate vacuum? If not, time to backtrack and see where the break in the plumbing is, that's leaking into the vacuum system. Mine finally came down to a failed vacuum diaphragm in the shutoff servo. Before that, it had a loose connection to the climate control system, but that took out all the climate control as well.

Maybe, can't find anything on the CD-ROM about the vacuum system. Good luck
