Heating works great with eng off. Room temp with eng on.

So my car with its many quirks will start off blowing hot air (with eng on and warm). It will turn to room temp (not hot) shortly thereafter. I noticed that if I turn on the car and the eng is warm that it stays blowing hot air. Monovalve? Something else? I wish the FSM had as good as a step by step test for the PBC type ACC like it does for the servo models. Without the tester its just wild guessing.

Also the fan doesnt blow unless I use defrost. After that all the other buttons work as well. Ideas?

The first problem sounds like a monovalve prob, disconnect it and see if it will blow either full hot or full cold (mine blows full hot disconnected, but members here have posted otherwise). The second problem sounds like either vac or blower brushes.
