My bolt is tight to the housing. Is there a lock nut on the bottom to hold it in? Should I remove the bolt and replace the seals when I change the filter? I have no air or fuel leaks.

No nut, threads into filter, when you change out, check the condition of "O" rings on bolt. You can remove the filter without replacing.
