How does throttle actually interact with IP?

I have a 1978 300D and was wondering how does the throttle linkage actually interact with the IP?

It moves a lever on the side of the injection pump. That affects the pump's governor and alters the amount of fuel injected.

I did not realize that the IP had a governor. I knew that the throttle controlled the fuel going into the injectors, but not how. I also assumed the IP was a positive displacement pump and thought excess volume was simply bypassed. Where can I find a detailed write-up on 617 IP operation?
