Is there any reason the IP would not allow fuel through?

I'm in a bind of a situation so just humor me here

If I was to connect a Mityvac to the IP inlet line and push air, shouldn't fuel then move through the IP and out the return?

When I do that, nothing is returned and pressure is simply built up before the IP.

So my problem is when I tried to prime the system with the primer pump, no fuel moves as it is all getting blocked by the IP

So you're talking about the lift pump?
If you loosen the spin on filter and then prime, do you see fuel there?

You can pump positive pressure with a mityvac? I thought mine could only pump a vacuum. I've used mine on the return line to suck fuel through the IP...it was easier than pumping.

It has to overcome the pressure relief valve on the output of the injector pump if it can. After that it will flow.
Basically except for that pressure release valve it is straight through the injection pump. You do not have an obstructed fuel filter between your hand primer and the injection pump? Using # 2 diesel?

I have the metal Mityvac which has two ports on it. One that sucks vacuum and one that blows air

I am ONLY testing diesel right now

So there is a pressure valve inside of the IP that doesn't open until a certain pressure, right? So I must not be getting to this pressure.

Why I'm not getting to that pressure, I don't know
