not fraud, if your not selling bio/ svo /wvo to others
ive asked around and well i guess a truck stop is my only choice so far, i dont live near one thats all close that is

It's only fraud if the law explicitly states what the maximum percentage allowable is for it to be an "additive". This is why all the laws are written in so much lawyer-talk, defining all the terms. Show me that specification, please. If you cannot (or more specifically, if it doesn't exist), then it is NOT fraud which is "wrongful or criminal deception resulting in financial or personal gain." Keyword there: criminal. If there is no law defining how much is an "additive" vs a fuel, then there is no law being broken, and thus no criminal deception, and thus no fraud (in the legal sense).

Certainly you're stretching it and walking on thin ice trying to claim, say, 99% VO as "additive", but what about 40%? 25%? This is why things like this are typically defined in the law.
