I have replaced quite a few V belts and I always keep the lose. I rather not stress the bearings on everything, and as long as they are not slipping there is no point in making them tighter.
My method? I tighten them a little, start the engine, if you hear it slip tighten it some more. On the little sailboat engines you will blow the bearings out of the water pump if you crank them down, they are very little.
