Proper kickdown switch functions?

I drive with a pretty light foot and generally use the shifter to downshift.

I can get the kickdown switch to change the transmission gearing from 4th to 3rd. But I can't change the gearing from 3rd to 2nd or from 2nd to 1st using the kickdown switch. I can change the gears fine using the shifter and the car drives and shifts normally under normal traffic conditions.

Is this kickdown operation normal? (I've been driving 123's since 1988 and just noticed this tonight).
