couldnt i get away with not having it.. its a mess right now.

Let's just say that if it does not work you would never know it (as long as it does not work and stays in the closed position).

No not really.. you can disable it but I never noticed any increased performance.

The non-turbo 617 shouldn't have an EGR.

well mine is a 1981 non turbo and it has an egr.

I'm trying to remember but I think '79 was the last year without the egr. I can't say for certain if the '80 300SD had one or not. I know the '81 300D and SD has one.

81 300SD should be a w126 turbodiesel anyway...
