No. There are write ups here explaining how to fix it. A plastic gear is slipping on the shaft. Shaft needs to be roughed up to stop the gear from slipping.

oh, and more than likely, the gear that's slipping is potmetal, not plastic. if you have a plastic gear problem, you are going to need parts.
search under my name for odometer repair, I have posted some tips and such... that expand on DG's pictorial

My mistake, it's been a while since I had mine apart. I didn't use locktite on mine, just put some serious burrs on the shaft with a pair of vicegrips. It's held up for 40k miles.

if the gear is slipping no the shaft, I would think you can put some epoxy on it. Are you able to disassemble the odo, and get it back together and still work properly? I've seen many speedos/odo's that never line up after taken down.

If you follow the directions on the dieselgiant link, it's a pretty simple repair. Isn't loctite a form of epoxy?

loctite makes dozens of products and I'm assuming that one of them acts like a two part epoxy mix. I don't know what kind of stress is on the gears, so epoxy to me would be a very durable repair. probably have to take the smoothness out of the shaft for the epoxy or loctite to get a better bite.

The difficulty of gluing the pot metal gear without gluing the parts that need to spin, led me to avoid the whole gluing process. A roughed up shaft worked fine in my case.
