Flare is a pause while the transmission is shifting from one gear to the next, and during this pause the engine revs much higher than it should, at least that is my experience, I'm sure someone else here could give a more technical explanation of what is actaully happening when flare occurs.

FYI, don't anybody bother making a bookmark to that link. I've switched ISPs and it's going to go away someday (I'm suprised it still works as it is).
