Yes, if he applied 12V to the clutch and it didn't engage then the clutch is either bad or need an adjustment. You can check it by putting an ohm meter on it and seeing if it is open or not. An open coil means you need a new clutch.

Would jumping the pressure switch omit a clogged dryer or expansion valve? A dryer and low pressure switch is a cheap purchase. I hope that it is not the compressor.
