More 83 300SD questions (electrical)

What do these silver solenoids control? I don't have a diagram in this Haynes manual I bought.

Also, does this red/yellow wire have anything to do with starter/ignition? It looks like a shoddy patch job and I suspect it may have something to do with the fact that my starter won't turn.

is the wire you are holding onto a fuesable link? did MB even use them?

I have no idea man, I have 0 knowledge about the car.

I think I've determined that the starter and/or starter solenoid is bad, either way I'd still like to know what that wire is.
