It's a vent line for the vacuum control and EGR valves. (I see from the photo that it is no longer associated with your EGR vavle, however.) It was routed inside the cabin so as to avoid the less-than-clean air of the engine compartment.

hey thanks for answering so quick.. I love this place. so nothing goes on the end of it... and it pulls cleaner air from the cabin... oh and while I have your attention which vacuum line can get the inline clear filter to keep oil out is it the brown line with blue stripe that goes to the fuel shut-off? thanks again

If you want the filter as a precaution (I do) for a shut off valve that is not currently leaking, put the filter on the line from the shut off valve to the cabin (ignition switch). Works best with the paper cone end away from the valve and the filter laying horizontal. When the leak occurs (bound to sooner or later), the car will not shut off (raise hood and use manual lever). The filter will collect oil in the horizontal 'tub" and let the air pass and keep the oil out of the cabin. Replace shut off ASAP when that happens!

I followed the recommendation of a post by Sam Ross and have a total of 4 filters on my vacuum lines including the vent line you first asked about.
