Center Vent - hot air even when controls are off

I'm chasing my AC gremlins and have noticed that the center vent releases hot air even when I have all the control switches to OFF. Does this mean the center pod is leaking? When I turn on the AC to high or low, the air does come out of the center vent (still hot though but is probably related to the compressor/freon level -- but that's another post), so it looks like the pod is opening the flap. Is it not closing all the way? But I don't understand why the heat will still flow through the system when I have the switches to OFF.

(this is the ACCII; no monovalve; servo and amplifier appear to be working; compressor clutch works)

Thanks,
bigmaq

I'm trying to think out loud here -- maybe it's not the center vent pod. If the controls are at OFF, then there shouldn't even be hot air/water flowing through since the SERVO is in PARK mode.

Excerpt from the 1971 Chrysler Imperial Autotemp 2 Service Reference Guide "When the SERVO parks, the water valve shuts off coolant flow through the heating core. This limits moisture buildup in the air passing through the system into the car."

Perhaps this water valve is not closing completely.
