can't really tell by the pictures b/c of shadowing in ceratain critical areas. But as a reference.. how easily did everything go on? Could you slide those dowels in with the balancer in place? How effortlessly did the balancer slide into place?
From here on I would at least a degree to estimated chain stretch due to inaccuracy of the balancer. (for good measure) The friction that the bolt applies to the balancer to the crank nose is the primary load carrier for the accessories. |

Just taking a shot here but it looks like the area around hole on the balancer is damaged, possibly from being loose in the past. It is hard to tell from the picture but it looks like the dowels are flush with the end of the crank but the area on the balancer is worn. If the balancer is meant to tighten down against a shoulder you might be able to cut out a relief in a thick washer for each of the dowels but without something like that I don't think the balancer will ever be really tight.
