Theres a reason that it has an adjustable screw and not a fixed setting. There is also a reason for the cap.
You should know the reasons behind both before adjusting the alda.

Answer:
This is a last resort, after full diagnosis, and exhausting all other options. Quote:
* The reason for the cap is to keep it out of sight from untrained persons. * Before adjusting the alda, you must understand what you are adjusting, what it does, how it affects the system, and what can/will happen if it is damaged and/or mis-adjusted. |

Exactly, I also beleive a big reason for the cap is warranty.

I think its more to do with emissions. Just look at all the carburetors that were delivered after some time in the 70's that had metal caps over the mixture adjustments. The emissions police were mandating that because people were messing with the carb mixture settings. More fuel (gasoline) meant more NOX and junk out the tailpipe. The same thing happens with diesels if you adjust the ALDA too far you get black smoke from excess carbon due to incomplete fuel burning.
And there was also possible fuel economy that the cars were being touted as delivering. Tweak an ALDA and you will find out that also affects overall fuel usage. I believe the factory ALDA settings may change over time, a good reason for having access to the ALDA adjustment.
