It's so easy to check the fuse that it's not even worth asking

Since you asked about the fuse, have you checked the bulb?

High and low share a ground so it can't be a bad ground. I don't have a 123 wiring diagram so I can't help you other than to suggest swapping left and right low beam fuses.

If the fuses haven't been replaced in the last 10 years, replace all of them. Take a count of how many of each rating/color you need then call/email Phil through the Buy Parts -> FastLane link at the top of the page. You might find them locally at an import parts store.

I found an 82 240D wiring diagram. To the extent you car is the same, there is no headlight relay. Power to fuses 8 and 16 (left and right low beam) comes directly from the headlight switch. If the right low beam is working, the problem has to be a bad bus bar in the fusebox, a bad fuse or fuse holder, a bad wire to the headlight or a bad connector at the headlight... assuming the new headlight is good.

i swapped the fuses on the low beams with the same result. pass side works, drivers doesn't. i will order some new fuses, because i don't know when they were replaced.

Ttake a wire brush to the headlight connector. If that doesn't do it, time to use a volt meter or test light to find the break.
