rear window defrost 240d

Gentlemen,
I'm working on my 81 240D on my vacation, and decided to tackle the rear window defrost. I have access to the connections to the window, and have verified that the switch, relay and wiring are OK. there are no visible open circuits on the glass and I have cleaned the connections to power and ground. I have twelve plus volts at the glass, and a good earth.
The question is, I show resistance of about 175 ohms through the window and when i measure power through the glass by unhooking the ground and connecting a voltmeter I get a reading of about 1.5 volts. is this correct?
I cannot feel any heat from the window . Its about 60 degrees out right now so no frost to melt.
