Right, the dots are maximum downshift points, not upshift. They are between 4200-4500rpm.

Peak torque is the engine's maximum efficiency, when its getting the most energy out of a power stoke. Peak HP is when its making use of as many power strokes as it can.
Long stoke diesels can make 1,800lb/ft of torque and little HP, they don't make many power strokes per second. An F1 engine can make 900hp and little torque, lots of power strokes.

Put that Diesel in an F1 car and I doubt it could ever touch 200mph. Put that 900hp F1 engine in a truck and I doubt it could pull 80,000lbs of mass up a 4% grade.

If I have a CVT (unlimited choice of gears), horsepower is absolutely the only important criterion. Engine torque is meaningless in such a scenario.

Even with a four speed gearbox, horsepower is generally the most important parameter to consider if you want to get the vehicle down the road in the shortest amount of time.

Now, if you want to pull out a stump........or drag a sled........that's a completely different discussion.........torque rules because you can't get enough rpm's.
