Odd-ball vacuum part

I did a search for the vacuum diagram for my '83 - 300CD turbo, found it, then went out to check the vacuum routing. I found 1 of the orifices, pulled it and checked it, it was clear. Then I found what looks like some sort of filter "thingy" where the 2nd orifice should be. See picture, it is a white(ish) filter looking thing.

Is this supposed to be there or not? I removed it, blew through it in both directions. In blowing through it on the cap end, end in the main vacuum line, it expelled lots of black powder. I rattled it and taped it, then blew some more until nothing further was expelled and then re-installed it.

Should this be replaced with an orifice? If so, what size? Thanks for the help!
