starter dragging 96e300d

Hi guys
My starter draggging like my battery is low . Ive checked the battery
its fully charged alter putting out 13.7 v . Is 280 amp to high output for a
starter? I had it checked at autozone twice.

My first thoughts would be worn Motor Brushes or the areas labled Contacts in the pic being burned/worn. Unfortunately the Bench Test they do at a Parts Place is not a test under load.

This is some generic reasons from a Motors Auto Trouble shooting manual:

Starter Won't Rotate or Rotates Slowly

Due to Starter Circuit
1- Low Battery. Lights grow very dim or go out when starter switch is closed.
2- Connectioins loose, dirty, corroded or broken at Battery Terminals, Starter Switch Terminal, Batter Ground Strap. (The Ground Strap is something no one thinks to check.)
3- Short circuit across starter terminal.
4- Neutral Safety Switch no good are out of adjustment. (I guess this would be if it did not rotate)
Due To Armature and Field Circuits
1- Armature windings burned out, shorted, grounded or open-circuited
2- Short circuit in armaturee winding or brush pigtail lead.
3- Broken wire in armature winding or brush pigtail lead
4-Loose, dirty or corroded connections in the armature circuit, including ground.
5- Field coils burned out, shorted or grounded.
6- Broken wire in field winding or broken lead.
7- Loose, dirty or corroded connections in the field circuit.
Due to Commutator and Brushes
1- Brush pigtail leads loose or broken.
1- Starter brushes cracked crosswire (prevents flow of current).
3- Arm type brush holder sticks
4- Brush sticks in sliding brush holder.
5-Starter brushes badly worn.
6-Bent brush holder misaligns brusn and causese poor contact.
7- Poor brush contact due to weak or broken springs.
8- Brushes coated with Oil.
9-High mica between commutator segments prevents brush contact.
10- Commutator dirty, corroded or burned.
11- Commutator bars loose and/or solder melted.
Due to Engine Resistance
1-Piston/s sticking to cyolinders in overheated engine.
2-Pistons stuck to cylinders because of gummy oil.
3-Pistons binding in cylinders because of corrosion after long layup.
4- Jammed generator/alternator armature (I guess the would apply to anything that is belt driven by the engine.)
5- Combustion chamber full of water. (Or in our case could also be fuel.)
6- Ice in water pump.
7- Broken part of engine causing jamming.
8- Excessive engine friction, due to cold weather and too heavy oil.
Some other catagories
Due to Armature Binding and Improper Engine repairs (causing the engine to be tight or have too much friction).

I hope some of this helps. It helped me too as I had not though about the groud strap being a possible cause.
