Low Voltage

No Resistor Wiring,as such (Just Age and Corrosion).

You should be getting almost Battery Voltage @ the Cigar Lighter.
(BV should be at least 12.4)

You MAY "be havin" some sort of Battery/Alternator problem.
(OR Horrendous Grounding difficulties.)
[check Engine to Chassis Grounding Strap]

Will the automobile even start without a "Jump"?

Engine "Off",What's the Voltage measured at the Battery terminals?

Engine "On" and running,What's the Voltage measured at the Battery Terminals?
