Lightbulb Turbo question

I was wanting to know is it ok to run a turbo without a wastegate hose plugged in, I ask this question is because I have an idea to run low boots in the highway. Place a Y tube at the outlet route one hose to wastegate and the other have a eletronical valve that open and closes and place it inthe other tube, wire up a switch and bingo low boost at highway... Any suggestion would be great.

Nope. Venting the wastegate hose (or running without one) will result in very high boost pressures.

Running low boost on the highway will not change economy. The engine produces only the power needed to maintain speed. Lowering boost only means you'll press the throttle a little further to make up for the reduced power.

Lower boost simply reduces the air to the cylinders. When the air is reduced, the ALDA will cut back on fuel. Then, you'll press further into the pedal to increase both fuel and air to maintain speed.

A 240D has no boost whatsoever. It doesn't get any better fuel economy than a comparable 300D turbo. Still have to push the vehicle though the air.

would it run smoother if the boost is lower??? I have another idea, what if i have the same setup but have a second boost controller at a lower setting and and have a control valve, and have both connect to one wastegate hose, what about that???

You won't get any lower boost than stock, the spring inside the wastegate sets minimum boost. Adding a boost controller can only make it higher.
