Seat Belt

240D 1977, all manual.
My seat belt is acting up, sometimes it can be pulled out totally and sometimes it will not come out no matter how hard I pull.
Is this an easy fix, ie. Lubricating the parts or something more serious?
I really need to fix this as the Houston sach strapped local/city/county police are enforcing the seat belt laws @ $200 a violation.

in the past for me it is junk in there. Compressed air, and a needle attachment help
