Are the plastic gears in the speedometer what determine the ratio it turns at?

I have a 125 mph speedometer in the 230CE that isn't correct and I have another that supposedly would have the correct ratio but it's only an 85 mph speedometer. Would I only need to swap the plastic gear shafts and brass odometer drive gear to make it work correctly?
