As said before the only way to know for sure is to hook up a Test Gauge. The next way is to just buy another Sending Unit and replace the old one (assuming it is not a wiring issue).
The same happens in other Cars with sending units. 4 months ago I replaced a Oil Pressure Sending Unit on an 86 Chevy Cavalier. The old one was completely dead and leaked, but sometime they become erattic before the give up completely.

Update
I will keep all of these suggestions in mind. I drove the car to work(10 miles) to work. It operated perfectly. At idle once warm is a little over 2 bars. While driving it goes back up to 3 bars. Hopefully it was all a fluke. Thank you for everything guys.
