Once you verify you have compression then be sure you have no bubbles in the fuel lines. Check the injector return lines. Consider running the engine off a small tank as a test. If you see fuel pouring out of the bottom of the pump it's time for a rebuild.

The 1.6l IDIs are somewhat different then a TDI. The 1.9l AAZ is very similar in the lower end to a 1.9l 1Z or AHU TDI, but of course the pump and injectors and head are different. Checking the timing is fairly easy, you just need a dial gauge and adapter set. I got mine off of ebay for not much money. The timing spec should be listed on the emissions sticker, but as I recall it's .9mm of lift at TDC. If the belt is 10 years old I wouldn't risk running the engine. If the belt is over 5 years old replace it before you go any further. Note that doing a "mark and pray" will not result in proper camshaft timing.

Also, FWIW, the turbo on the ECOdiesel wasn't useless, it did give the car some more HP, and allowed you to easily turn up the injection pump for some more power. An ECOdiesel motor (engine code 1V) would be the best 1.6 for the Vanagon because it's so under-stressed.

I think the eco it was around 10hp if that tho? having both a 91 1.6 na and the eco i couldnt tell a bit of difference until i put the other pump with enrichment valve on it. the eco i had didnt have the enrichment circuit on the pump u couldnt really do much with fueling unless u rigged the wastegate and the ip from what i recall?

Update

Alright, so I got all the air out of the system and it will start and run when throttled a bit but will not idle. I ran some cleaner through the system and ran the engine as best I could trying to get as much as I could through the pump and injectors, but again, it has been setting for 10 years. It takes awhile for it to start up before it fires now though as apposed to the quick fire and stall I had before. I'm thinking it may just be the i njectors, but I'm not sure. It'd be pretty amazing if that was ALL that was wrong after 10 years.

I'm in the process of building a performance 1.6TD. (shooting for 200hp this season; 1.9 aaz head, giles IP, VNT turbo, built bottom end)

Check your compression numbers, they'll tell all. Mine had the same problem - it was under 220psi across the cylinders.

If it does turn out to be the IP -I have two n/a IP's here. One a fresh rebuild, the other a core. I have to go with a giles turbo IP for my build, so these are just laying around.

www.vwdiesel.net is also a good forum.

so if the compression is off the IP needs to be replaced? I'll have to do that.

compression = rings, valve seats and stem seals. Cam timing could also be off/

IP, if you happen to take yours off and see any rust on the inside; or anything of the sort. - ip timing is also somewhat east to get off 180 degrees, double check that.

is a very helpful site, everything should be covered in those docs, and he has an amazing writeup on pump timing.

Hmmm this is starting to look like it's beyond my mechanical abilities. I can check the compression, but if that is off, I am pretty much done I guess. I can't afford to get it worked on I'm sure.

True. But you can also simply turn up the fuel on the pump to make up for the lack of the enrichment device, and use your right foot instead Yes, the eco was 60 hp stock, but simply turning up the screw can get you to 75 hp. By doing so you can get an ECOdiesel with the AVX transmission to it's RPM limited top speed of 101 mph.
