Trailers are included in gross weight (GVWR.) In most areas, trailers are classified as a vehicle but not a motor vehicle. They require a separate inspection, license plate/registration and sometimes their own insurance policy or a policy rider.

I've heard that CA has a law restricting how long semis are allowed to idle.

NY has the same law . You can only idle for three minutes

Many states do, some counties and cities do, also. It all depends on local jurisdiction.
