As I understand it, a compression test will give inaccurate numbers if the valves aren't adjusted first. So I would make sure this is/has been done first. If I'm wrong, disregard this statement.

Correct. Valves first.
Leakdown will tell you more than compression test- rings, head gasket or valves as source of leakage. If compression on a low cylinder goes up after you squirt oil into it, leakage is around the rings.
