Different idler arm problem

While replacing part of the exhaust, I found a different idler arm problem. I can rock the idler arm up and down over 1/4" but the bolt thru the bushing is stable. It doesn't seem that the bushing is loose. Will an Idler Arm Bushing repair kit fix this problem or is the arm itself bad?
